Real estate values in Hinesburg and much of the State have risen at a higher than typical rate during the past several years. This rapid rise of values has been of concern to the Board of Listers, both in the Listers ability to maintain equity among taxpayers and in meeting State guidelines for the level of assessment.
In response to this the Board of Listers for the Town of Hinesburg has begun the process of revaluing all the property in town. This is being done in anticipation of a revaluation order from the State of Vermont and to insure that a high level of equity in the Grand List is maintained. When the value in a town’s Grand List falls below 80% of market value, the town is required to revalue property to bring the Grand List into compliance. The Town has received funds from the State in anticipation of the need for this revaluation.
The Town has contracted with Bailey Appraisal Associates to conduct this project. Bailey Associates has worked with the Town of Hinesburg since 1989 in revaluing properties and maintaining the Grand List. A representative from Bailey Associates will begin visiting properties shortly. If you are not at home when the team member arrives, a notice will be left at your property giving you the information to set up an appointment for an interior inspection. If she or he arrives at an inconvenient time, an appointment will be made for as soon as is convenient. Inspections take about ˝ hour for the typical home and include an interior walk-through, measuring the exterior of the structures on your property, and taking a digital photo of the exterior. Once this information has been collected, the Hinesburg Listers will determine the value of your property.
While you do not have to allow the data collection person in to inspect your property, the Board of Listers hope that everyone will cooperate with this project. In a case where Listers cannot reach the residents and for those who decide not to allow the listers inside their home, the Listers will make an “estimated” assessment based on the information already in our files and a view of the structure from the outside.
The project began in the Fall of 2003 and the property visits will continue through 2005. A new Grand List is anticipated for the Spring of 2006. The Listers will also be updating the current Grand List each year as they are conducting this revaluation.
