HIGHWAY SNOW AND ICE CONTROL PLAN

 

PURPOSE

 

The purpose of this plan is to define the operational procedures for snow and ice control. It defines the levels of service that the Hinesburg Highway Department, will strive to provide. The plan is to help the highway crew in providing as safe a roadway condition as reasonably possible with the resources available. Since storms vary dramatically and occur over a variety of roadway and traffic conditions, this plan is intended to be flexible to accommodate the variety of conditions that are encountered. It is a guide structured to fit average conditions.

 

LEVEL OF SERVICE - GENERAL

 

Hinesburg Highway snow and ice control operations are limited by the resources (budget, personnel, equipment and materials) available for winter maintenance operations. Due to these limited resources, three levels of service have been established and are shown on the attached map.

 

For each level of service, resource limitations do not allow 24-hour winter maintenance service during storm events. Best management practices typically limit snowplow drivers to 16-18 hours of plowing before requiring a break. Therefore during a winter storm event there will typically be reduced levels of service between the hours of 10:00 P.M. and 3:00 A.M., or at the discretion of the Road Foreman.

 

In the event of an emergency, Hinesburg Highway may be requested by Hinesburg Police Department, Fire Department or Rescue to respond for winter maintenance anywhere in their jurisdiction

 

LEVEL OF SERVICE – BLUE ROADS

 

For roads listed as Blue roads, snow will be plowed and salt, salt/sand mixtures or sand will be used as needed during the storm to keep the roads open for traffic and provide a good surface on which to operate. After the storm, a bare pavement, edge line to edge line, will be provided as soon as practical. The suggested maximum travel speed during the storm for blue is 30 mph or less; additional resources may be assigned to the blue roads between the hours of 10:00 P.M. and 3:00 A.M.

 

LEVEL OF SERVICE – GREEN ROADS

 

Green roads include all other Town roads not listed as blue. Snow will be plowed and sand will be used as needed during the storm to keep the roads open to traffic and provide a good surface on which to operate. After the storm, one-third traveled way, in the middle of the road, will be provided as soon as practical.  The suggested maximum travel speed during the winter storm event for green roads is 25 mph or less, additional resources may be assigned to the green roads between the hours of 10:00 P.M. and 3:00 A.M.

 

LEVEL OF SERVICE – YELLOW ROADS

 

During major snow storm events, plowing and sanding on certain green roads may be limited.  These roads which will receive limited service during major snow storm events are listed as yellow roads. Snow will be plowed as needed during the storm to keep the roads open to traffic and provide a passable surface on which to operate. After the storm, one-third traveled way, in the middle of the road; sand will be provided as soon a practical. During major snow storm events plowing and sanding of yellow roads may be limited

 

ALL LEVELS OF WINTER MAINTENANCE

 

1. If temperatures and precipitation conditions during a prolonged storm result in a snow packed or ice covered surface, causing unacceptable traveling conditions even at a reduced speed, additional applications of salt, salt/sand mixtures or sand may be applied to restore acceptable driving conditions.

 

2. Critical areas such as intersections, areas of extreme curvature and problem grades may have to be treated differently to retain proper mobility and safety regardless of the level of service assigned to the balance of the route.

 

3. Between storms and if the pavement temperatures are favorable, salt will be applied to remove any existing surface buildup of packed snow or ice to restore acceptable winter driving

 

FREEZING RAIN OR SLEET

 

ALL ROUTES – Salt, salt/sand mixtures or sand will be used as needed during the storm to keep the roads open for traffic and provide a good surface on which to operate. Repeated applications will be required when the temperatures are below freezing, if the storm continues.

 

GENERAL APPLICATION PROCEDURES

 

Salt shall be applied in a narrow strip along the centerline of the normal section of highway and as high as possible on banked curves. The rate of application shall be based upon pavement temperature sensing and snow-ice conditions encountered. Generally, salt will be used when pavement temperatures are 10 degrees F or higher.

 

When pavement temperatures are less than 10 degrees F, salt/sand mixture or sand will be used. When the pavements are dry and snow is blowing off the pavement, no salt or sand is to be used because it will cause snow packing. In these cases, considerable judgment will be required on whether to use salt or sand.

 

GENERAL REQUIREMENTS

 

Any salt application exceeding 800 lbs. per two-lane mile will be reported to the Road Foreman. Normal salt application shall be 650 lbs per two-lane mile on BLUE ROADS. Normal sand application shall be 5000 to 6000 lbs per two-lane mile on GREEN and YELLOW ROADS.
