Selectboard Meeting * October 2, 2000
Attending the meeting: Lynn Gardner, Andrea Morgante, Jon Trefry, Randy Volk, Jeanne Wilson, Jan Bedard, Stuart Pierson.
Meeting called to order at 7:04 p.m.
Discussion of Delinquent Tax Collector Position -
The Board met to discuss the method of payment to the Delinquent Tax Collector. Delinquent Tax Collector Jan Bedard attended the meeting. Lynn stated he feels the same as when this was last discussed that compensation at an hourly rate would be preferred. Randy stated that as method of payment was done in part to save money for the Town at that time he is not convinced it should revert to collecting a percentage of taxes just because it may seem to save money at this time - it may be to the advantage of the Town again in the future to pay a salary. Jon felt continuing with a salaried position may eliminate any conflict between the Treasurer and Tax Collector. Andrea would still like to see tracking of time put into work done and pay a fair compensation for work done. Jan stated that as the list is cleaned up so well and given the time of year she is currently working between 5 and 10 hours a week, this will increase as notices go out in Nov. She also noted that not all work is done during the business day and she works a lot from her home using her phone/fax machine/ and computer to limit conflict of office use at Town Hall. The Board asked Jan to submit a budget and estimate of hours the job will take this next year based on tracking between now and budget time and past experience. The Board expressed it’s frustration in not being able to get a clear picture of the number of hours extended in completing the job of tax collection. The Board feels that this information is necessary to set an accurate salary.
Discussion of use of Town Forest for CVU Mountain Bike Club / Steve Russell and Missy Ross had given the CVU Mountain Bike Club permission to hold a trial at the Town Forest last spring, as a one time event. It has been brought to the Town’s attention that the club is scheduling and conducting trials on a regular basis this fall at the Town Forest, and the club is trimming brush as well. While Steve does not object to them using the Town Forest, he would like them to coordinate events with the Town Forest Committee, and would also expect them to help maintain the trails under the direction of the Town Forest Committee. Randy moved that the board vote to authorize the CVU Mountain Bike Club to use the Town Forest for the purpose of holding mountain bike trials during the 00-01 school year, subject to the terms and conditions outlined in the letter to Olaf Verdox, dated 10/02/00. Second by Andrea and approved.
Discussion of Donahue Washout on Richmond Road / Communication with Bud Allen regarding reimbursement from Donahue’s for washout. Update of Personnel Policy / There are some items in the policy which need to be updated to reflect current conditions (ie – date of eligibility to join municipal retirement system and dollar amount of health care premiums), and there are a few things that Rocky and Jeanne would like better clarified to avoid interpretation (ie – calculation of CTO and overtime) and they would also like to get the Boards input on an annual employee evaluation policy. Follow-up to Upper Access Road Drainage Issue / The Board reviewed and signed a letter to be sent to all property owners on Upper Access Rd.Follow-up to Upper Access Road Drainage Issue / After speaking with Michael and Rocky, I have drafted the attached letter to be sent to all property owners on Upper Access Road.
Request for a revision to the Grand List / Parcel #944 and Parcel #961 / The Board of Lister’s request two more changes to the Lodged Grand List. Parcel #944 is again Wayne and Barbara Bissonette’s acreage off Gilman Road, and the change is due to an incorrectly calculated value of their barns. Parcel #961 is acreage owned by the Francis Family on Hayden Hill Road West, and the change is due to a new Land Use application and maps. The Grand List, with the correction approved at the 9/25/00 Selectboard meeting has a municipal value of $235,516,454 and an education grand list of $226,761,054. These new corrections would change the municipal grand list to $235,516,929, and the education grand list to $226,761,529. Randy moved that the Board vote to approve the Hinesburg Board of Lister’s request to correct the Grand List values, as outlined in their letter of October 2, 2000. Second by Jon and approved.

Ruth Dwyer Campaign Posters / Jeanne received a police report from Chris Morrell this morning regarding "Ruth Dwyer for Governor" signs, which were stolen, marked in red with swastikas and the work "Nazi", and then placed along the road by Geprag’s Park. Chris removed the signs and notified the Dwyer campaign headquarters. Jeanne reported the Town gravel pit will be checked by VLCT this week for any possible liability ssues and possible signs put in place.

Jeanne reported she had an enjoyable time at the VLCT Town Fair.
Jon moved the Board vote to adjourn at 8:45 p.m., second by Andrea and approved.
