Attending the meeting: Lynn Gardner, Andrea Morgante, Jon Trefry, Randy Volk, John Guttler, Jeanne Wilson, Rocky Martin, Stuart Pierson.

Meeting called to order at 7:02 p.m.

Other Business:

Approve Warrants/ Jon moved that the Board approve the warrants for bills payable as

presented by the Town Treasurer. Second by John and approved.

Approve Minutes of September 11, 2000/ Randy moved that the Board approve the minutes of

September 11, 2000. Second by Jon and approved.

Update on Water System Upgrade Projects / Rocky reports Place Road is done.

Munson has completed most of the punch list, curbing work yet to be done.

Update on Boiler Replacement / The new boiler for Town Hall is installed and working well, Rocky wants to put in an air exchange next year.

Rocky stated the sidewalk by the post office should be done this year. The trees need to be moved and Pike can do the paving.

 

Discussion of a revision to the Grand List / Parcel #944 / This change is a result of a land

purchase on Gilman Road by Wayne and Barbara Bissonette from Bert and Sandy Anderson.

The assumption was made that this land would be included in Bissonette’s Land Use acreage.

However, since the Anderson’s did not have a State Land Use contract, the State would not allow

this inclusion. The lodged Grand List has a Municipal value of $235,508,363 and an Educational

Value of $226,752,963. This correction would change the Municipal Grand List to $235,516,454

and the Education Grand List to $226,761,054. Randy moved that the Board vote to approve the

Hinesburg Board of Lister’s request to correct the Grand List values, as outlined in their letter of

September 20, 2000. Second by Andrea and approved.

 

Review a request for a Coin Drop / St. Michael’s Rescue/ October 14, 2000, from 8:30 AM to

4:30 PM / Jon moved that the Board vote to approve the request of St. Michael’s Rescue to hold

a fund-raising coin drop on Route 116 in the Town of Hinesburg on October 14, 2000, from 8:30

AM to 4:30 PM, subject to the following conditions:

a. St. Michael’s Rescue must obtain approval from the Vermont State Agency of Transportation for the coin drop.

b. St. Michael’s Rescue must follow all VOAT safety precautions for coin drops.

Motion second by Andrea and approved.

Review a Proposal for Tax Map Maintenance Services for 2001 / Grassroots GIS / Grassroots

GIS just finished the first phase of updating parcel maps and converting to digital. This proposal

is to continue that work, as well as other corrections and additions. The costs of these tasks are

estimated to be between $1000 and $2000. Faith and Holly are pleased with this service.

Andrea noted that as new parcels are created they need to digitally be added to the system. Jon

moved that the Board vote to accept the proposal from Grassroots GIS for tax map maintenance

services for 2001, with an estimated cost of $1000 to $2000. Second by Andrea and approved.

 

Discussion of Repayment of VT Drinking Water State Revolving Loan / Water System

Upgrade of Sunny Acres / A total of $209,833.73 was borrowed against this loan. If the principal

is paid off prior to October 1, 2000, there is no interest incurred. If payments are begun (either in

a lump sum or spread over 20 years) after October 1, there is an interest payment of $74,027.56.

Both Rocky and Joe Cioffi recommend that this payment be made prior to October 1, 2000.

Randy moved that the Board vote to approve the payoff of the VT Drinking Water State Revolving

Loan in the amount of $209,833.73. Second by John and approved.

Discussion of Charlotte Road Intersection / Textured Median and Crosswalk / The Town has

been contacted by VAOT, regarding our permit for reconstruction on the Route 116 / Charlotte

Road intersection. This original permit included a textured median at the intersection, and a

crosswalk crossing Charlotte Road. They inquired as to whether we intended to complete these

items. In speaking to Rocky and Michael, the consensus seems to be that there is really no need

for a crosswalk, since there are no sidewalks on the west side of Route 116. Therefore, it may not

be wise to encourage pedestrians to walk on the west side of the road. And, while a painted

median (and re-painting the lane lines) might be helpful to motorists, a textured median was not

really necessary.

It was the consensus of the Board to pursue putting in a sidewalk and so they want the crosswalk.

 

Appointment to the Conservation Commission / The terms on the Hinesburg Conservation

Commission of both Martin Peterson and Sarah Blythe are due to expire. Both have expressed

an interest in a re-appointment. The openings have been published and posted. Andrea moved

that the Board vote to appoint Martin Peterson to the Hinesburg Conservation Commission for a

four-year term, which expires on September 30, 2004. Second byJohn and approved.

 

Andrea moved that the Board vote to appoint Sarah Blythe to the Hinesburg Conservation

Commission for a four-year term, which expires on September 30, 2004. Second by John and

approved.

Additions to the Agenda

Use of Town Gravel Pit for Hunter Safety Course / The recreation department is offering a

hunter safety course, which includes one day of fieldwork on October 28, 2000. The instructor

would like to use the Town Forest for the orienteering portion of the fieldwork, and the Town

Gravel Pit for the firearms training. Michael does not have a problem with this use of the gravel

pit, but in light of recent issues with neighbors, wanted your review of this request.

The Board asked Jeanne to check this with the VLCT and to notify the neighbors of the event in advance.

Washouts from Upper Access Road / Jeffrey White has contacted the Town regarding a

blocked culvert. In discussing this with Michael, it appears that this is an ongoing problem that

stems from improper drainage on Upper Access Road. Upper Access Road was recently re-

graded, and subsequently gravel washed down into the Town’s ditches and culverts.

Michael and Rocky will check into this.

Request for use of Town Hall / Denise Vignoe / Bill Lippert Re-election Campaign Kick-Off /

Sunday, October 8, 2000 from 4 – 6 PM. Andrea moved that the Board vote to approve the

request of Denise Vignoe for use of the main hall for a Bill Lippert re-election campaign kick-off on

October 8, 2000, from 4 – 6 PM, subject to the terms and conditions of the Town’s rental policy.

Second by Jon and approved.

Hinesburg Web Site / Jeanne received a message from Karen Cornish, who manages the

Hinesburg Web Site. Ed Hart of the Lighthouse Baptist Church had contacted her regarding

listing his church on the Town’s Web Site. Karen was asking whether the Town would like her to

add a list of all the Hinesburg Churches on the site.

The Board members asked Jeanne to check with the Secretary of State , VLCT, and other town web sites. Discussed was the issue of separation of church and state as well as the possibility in the future of an organization with objectionable views requesting inclusion on the web site.

Outgoing Correspondence

Letter to David & Heather Holmes of Cattail Lane, reminding them of the need to have the culvert

repaired (re: Donahue Washout)

Andrea pointed out that the shoulders need to be finished on the Richmond Rd paving project.

She would like to see them seeded to hold the edges.

Land Preservation Trust rollover monies - Jeanne is tracking this to see how much was put

towards this and how much was spent to see what the balance should be. Jeanne did find a CD t

hat had been purchased in the past. These funds can be held separately and do not need to be

rolled over in future years.
