PLANNING COMMISSION MINUTES

 

April 16, 2003

Commission Members Present: Joe Iadanza, John Mace, John Buckingham, Jean Isham and Fred Haulenbeek.

 

Commission Members Absent: Carrie Fenn, George Bedard, Nancy Norris, Will Patten

 

Also Present: David Spitz (Planning Consultant).

 

Minutes of the April 2, 2003 Meeting:

A motion carried to approve the minutes of the meeting of April 2.

 

Announcements and Citizens to be Heard:

Hinesburg resident Tom Lyman was also in attendance.  We asked Mr. Lyman if there was a particular reason that he was visiting.  He said that he was interested to discover the results of our zoning bylaw house keeping revision regarding auxiliary buildings and home occupations. 

 

John Mace reported that we had dropped the square footage limitation and replaced it with language limiting auxiliary buildings for home occupation to structures of a size and nature consistent with the neighborhood.

 

Mr. Lyman asked when the new language, if approve would be implemented?  Jean Isham reviewed the protocol for approving revisions and speculated that is wouldn’t happen before July or August.  Mr. Lyman was satisfied and left the meeting.

 

Town Plan Revision Project:

The next order of business was a discussion with consultant David Spitz concerning a review of the last forum and plans for the next one.  We agreed that the meeting was successful.  There seemed to be agreement among the citizen attendees that development strategies to preserve resources such as farmland and forests were acceptable.  We also noted the desire among the folks to keep the roads dirt.

 

Then David was looking for agenda topics for the next public forum.  We took a look back at the prior forums to figure out if there were any topics that we thought required further attention and discussion.  The review was assisted by a list of 13 items that David suggested might be considered. 

 

The result:

·        Present the route 116 scoping study (if available)

·        Discuss expanding the boundaries of Hinesburg Village

§         Where should the village district expand?

§         Where should we designate new commercial/industrial zones?

§         What types of businesses do we want in these districts?

·        Rural development

§         Subdivision strategies

§         Agriculture and forest protection issues

 

In preparation for these discussions, David will review the existing Town Plan for ways that these issues are currently addressed or omitted.

 

Jean announced that she would be out of town for the following Planning Commission meetings:  June 4, Aug. 6.

 

A motion carried to adjourn the meeting.
