PLANNING COMMISSION MINUTES

 

June 4, 2003

Commission Members Present: Fred Haulenbeek, Joe Iadanza, John Buckingham, Carrie Fenn, Deb Howard.

 

Commission Members Absent: Jean Isham, John Mace, George Bedard, Nancy Norris.

 

Also Present: Alex Weinhagen (Town Planner), David Spitz (Planning Consultant), Tom Hackett.

 

Minutes of the May 21, 2003 Meeting:

Carrie MOVED to approve the May 21, 2003 meeting minutes as amended.  Deb SECONDED the motion.  The motion PASSED 5-0.

 

Announcements and Citizens to be Heard:

Alex reminded the Commission about the walkable community workshop being held tomorrow (6/5) at the Town Office.  Alex also announced the VT Planners Association awards nomination process.

 

Town Plan Revision Project:

Alex explained his preliminary table of contents.  The Commission discussed the basic structure and suggested minor structural and wording changes.  This table of contents will serve as a guide for assigning work responsibilities to everyone.  The final table of contents may look substantially different.

 

Fred asked for volunteers for sections described in the table of contents.  Each Commissioner signed up for one or more sections.  Alex will contact the 4 Commissioners not in attendance tonight to determine the sections on which they would like to work.  The first step for everyone is to create an outline for their section with a focus on what objectives or implementation strategies are to be recommended.  In this stage, the existing Plan should be reviewed, and a determination made of what should be kept and what should be rewritten, deleted, or replaced.  Commission members will present these outlines at regular Commission meetings through the summer.  Once there is reasonable consensus from the rest of the Commission, members will proceed with the actual writing.

 

Scheduling was discussed.  Alex will send out a tentative schedule for the 1st phase that will likely go into early September.  David said he would like to meet with the Commission once a month through the rest of the year, until the Plan revisions are complete.

 

Zoning & Subdivision Bylaw Changes:

Alex passed out draft 1 of the compiled Zoning and Subdivision proposed changes.  This draft was also distributed to Peter, Holly, and the DRB.  The next Commission meeting will focus on these changes, hopefully with additional feedback from those mentioned above.

 

The meeting adjourned at approximately 9:45pm.
