Selectboard Meeting

January 27, 2003

                                                                                            

 

Attending the meeting:  Lynn Gardner, Andrea Morgante, Jonathan Trefry, Randy Volk and Jeanne Wilson.

 

Meeting called to order by Chairman Lynn Gardner at 6:58 PM.

 

Review and Sign Warning for Town Meeting 2003:  Andrea moved that the Board include an article in the warning regarding sustainable energy and the 10% energy initiative challenge, seconded by Jon.  A petition had been circulated to have this item included on the warning, but failed to be submitted by the deadline with the required number of signatures.  Andrea stated that she felt the Board should take the initiative to include the article on the warning.  Jon stated that he would be in favor of including the petition if it had received the required number of signatures.  The motion was defeated 3 to 1 with Andrea voting in favor.

 

The Board discussed a correspondence received from ReAct 60, regarding a resolution to withhold from the State the portion of the equalized property tax above $1.10, pending revisions to Act 60.  The Board was not in favor of including this resolution on the warning.

 

The warning was approved and signed as printed.  

 

Authorization to Accept Federal Forfeiture Funds:  Randy moved that the Board vote to authorize the Police Chief and Town Attorney to sign the US Department of Justice Application for Transfer of Federally Forfeited Property.  Seconded by Jon and approved.

 

Correspondence to Shelburne Selectboard / RE: Dispatch:  The Board reviewed and signed a letter to the Shelburne Selectboard regarding the Shelburne Town Manager’s notice to terminate dispatch services effective 3/1/03.                       

                                                                                                                       

Additions to the Agenda

 

Request from Conservation Commission for the Selectboard to approve expenditure of $15,000 from the Land Preservation Fund for the purchase of property on Lincoln Hill Road:  At the recommendation and request of the Hinesburg Conservation Commission, Randy moved that the Board vote to approve expenditure of $15,000 from the Land Preservation Fund to assist in the Hinesburg Land Trust’s purchase of approximately 126 acres of land on Lincoln Hill Road.  Seconded by Jon and approved.

 

Jeanne reported that she had received a call from the landlord of 10497 Route 116, Chip Spillane, in response to the letter sent by the Board regarding obstruction of the sidewalk.  Mr. Spillane advised that he had directed the tenants to switch parking places so that the sidewalk was not obstructed.

 

Jeanne reported that long-time Town Meeting Minute Taker Tom Joslin would be again preparing the minutes for this year’s Town Meeting, but he had advised that this would be his last year.  It was discussed that his service should be acknowledged at Town Meeting. 

 

Jeanne reported that the search had begun for the fifth highway employee, another Highway Maintainer II.

 

Outgoing Correspondence

 

The Board signed a letter to Delinquent Tax Collector Jan Bedard, requesting a weekly accounting of hours expended in fulfilling the duties of the Delinquent Tax Collector position.

 

Randy moved to adjourn at 7:25 PM.  Seconded by Jon and approved.
