Attending the
meeting; Lynn Gardner, Jon Trefry, Randy Volk, John Guttler, Andrea Morgante,
Jeanne Wilson, Rocky Martin, Russ Barone, Martha Quatt, Michelle Fischer, Jeff
and Beth Miller, Debra Howard, Chris Morrell, Lisa Primo, Stewart Pierson.
Meeting called to
order at 7:00 p.m.
Russell Barone of Mechanicsville LLC / Policy on Collection
of Connection Fees – Lynne advised currently connection fees are due when the
permit is applied for and approved by the Board. Russ is suggesting he pay the connection fee when he is issued a
building permit. He is planning on
building 2 to 4 units of the elderly housing at a time.
The Board was in
agreement that when a building permit is issued for an approved project that is
when the hook up fee is due. Rocky and
Jeanne will draw up a policy to address this.
Andrea suggested also checking how other towns implement the fee.
Debra Howard / Interview for Planning Commission Vacancy – Debra has served on the Zoning Board and feels she would be
an asset to the Planning Commission as she has an understanding of the intent
of the Town Plan and putting it into useable regulations.
Richmond Road & Partridge Hill Road Neighbors / Traffic
Calming Measures
Martha Quatt presented the Board with several ideas from the residents on this matter.
Close the slip ramp
from April till Oct / with the realignment of the Partridge Hill Road
intersection a natural space be created to be maintained with plantings by the
neighbors / 15 mph speed posting on Partridge Hill and road narrows sign / 25
mph speed limit on the S curve on Richmond Rd. / natural barriers such as tree
plantings.
The Board pointed out
the intersection will be realigned this summer.
Jeff Miller stated
Partridge Hill Rd has increased in width over years of grading and feels it is
unsafe in its wider state. He would
like to create slowing of traffic by visually narrowing of the road through
plantings and a fence. A fence would
be in the Town right-of-way. Rocky
stated the fence will likely be hit by the snowplow and the Millers would be
responsible to repair and maintain.
Police Chief Chris Morrell / Introduction of Lisa Primo /
Potential Police Candidate – Lisa
has worked for Hinesburg in the past as a student at CVU she helped Jeanne with
the 911 project. Lisa will go for training at the Academy and then begin to
fill in where needed in the department.
Correspondence from CUSI –
Lynn reported that
Diane Snelling is working on the issue with the State Police to be sure
Hinesburg retains coverage.
Other Business
Review of CCMPO Route 116 Scoping Study: This
project is near completion. Prior to
taking the study to the State, the CCMPO will need a letter of support from the
Selectboard, endorsing the alternatives presented in the report, as well as a
letter stating that the town is willing to
maintain the lighting, sidewalks, trees and traffic calming devices.

Rocky suggested Hinesburg
rewrite the executive summary. The
Board reviewed conclusions and
recommendations and asked Jeanne to draft a letter to AOT requesting a 3 way stop at Charlotte Rd./Rt 116 intersection.
Review of Draft Wastewater Capacity Allocation Ordinance: Rocky reviewed
changes he made with the Board. There
is an increase in the holding fee for sewer allocation; also allocation fees
will be paid when the allocation is approved.
Discussion of CSWD Lease Agreement: Current lease
expires on December 31, 2004. The Town
has had discussions with CSWD personnel regarding the Town’s intent to not
renew the lease in order to make room for the expansion of the Highway Garage
facilities. However, the Town has never
stated it’s intent to not renew the lease in writing.
CSWD has come up with
a proposed payment for the lease of the property. The Board will look at the issue in conjunction with site plan
changes at the Town Garage.
Planning for Green Up Day (Saturday, May 3, 2003) – Rocky will handle as in past years.
Correspondence from Elizabeth Newman / Drainage on Richmond
Road: A letter has been received from Elizabeth Newman of
Strawberry Hill Road, stating her concern about the property owner at the
intersection of Richmond Road / North Road / Texas Hill Road creating a
drainage issue onto the Town road by filling in the low lying areas of his
property. Highway Foreman Michael
Anthony had previously voiced a similar concern, and plans to discuss the issue
with the property owner. A letter to be
sent to the property owner was signed by the Board.
Additions to the Agenda
Saputo Wastewater Feasibility Study: Rocky reports
Saputo has approached him about moving the pretreatment facility next to the
Towns sewage facility. The Board directed Rocky to have Saputo go ahead with a
feasibility study at their cost.
Paul Eddy Land Swap: Rocky will pursue getting an appraisal for
the property.
Water Shut Off for Overdue Water Accounts: Rocky Martin
updated the Board on overdue accounts and attempts to collect fees. The Board was in agreement to proceed with
notice of water shut off with accounts that are over a year delinquent.
Outgoing Correspondence
Response Letter to
Hinesburg Veterinary Associates, Inc. regarding wastewater capacity allocation
request for Lot #7 in Commerce Park.
Items of Interest
The 3rd
public forum on the Town Plan Revision Project will be tomorrow evening (April
8th) at 7:00 PM at the Community Alliance Church on Pond Road.
The Hinesburg Fire
Department First Response was awarded the First Response Service of the Year Award at the Vermont EMS
Conference on Saturday.
John moved the Board
vote to adjourn at 10:05 p.m., second by Randy and approved.
