TOWN OF HINESBURG

AFFORDABLE HOUSING COMMITTEE MINUTES

 

October 19, 2006

 

 

Committee Members Present: Rocky Martin, Carl Bohlen, Lea Cassidy, Alan Norris, Donna Constantineau, Julie Pierson, Andrew Burton, Kelly Stole and Mike Landers.

 

Commission Members Absent:  none.

 

Also Present: Dale Wernhoff, Alex Weinhagen, Fred Holenbeek.

 

 

The meeting began at approximately 7 pm.

 

 

Community Visit:  Three members of the committee attended the Community Visit on October 10 and gave a brief summary of events.  One discussion session was on affordable housing.  On November 16th at 6:30PM in the CVU cafeteria, the results will be summarized and residents will be able to vote on what is important to them.  This will enable town officials to set priorities for future actions to meet the needs of the community. 

 

 

Inclusionary Zoning:  Since the last meeting committee members took a town to research what the town had for zoning regulations in regards to affordable housing.  Communities covered were Burlington, Hinesburg, Charlotte, Bristol, and Vergennes.    Montpelier and the State of Massachusetts were also researched.  Committee members gave a brief summary of what they found out and it was discussed.

 

 

Planning Commission:  Alex Weinhagen and Fred Holenbeck came to speak to the committee about our recommendation to the Planning Committee for bringing Affordable housing to town.  Alex gave us a brief history of the revision of the town plan and how our recommendation fit.  Planning Commission is in the process of changing zoning ordinance and would like feedback about inclusionary zoning.  Fred presented his plan to mandate smaller housing size in an effort to let the market determine affordability and avoid the need for extensive regulations.  The problem of ensuring continued affordability through this type of plan was discussed.

 

 

Next Meeting November 2nd, 7pm at Town Hall  Continued discussion of zoning regulations will be the primary agenda item with the objective of crafting a recommendation to the Planning commission.
