Hinesburg Affordable Housing Committee

Meeting Minutes

 

November 2, 2006

 

Committee Members Present:  Carl Bohlen, Andrew Burton, Kellie Stoll, Julie Pierson, Lea Cassidy, Rocky Martin, Michael Landers.

 

Committee Members Absent:  Donna Constantineau.

Also Present:  Dale Wernhoff and Bruce Wheeler

 

The meeting came to order at approximately 7pm.

 

Zoning Recommendations:  After a lengthy discussion on the issue of zoning, the committee unanimously agreed to recommend to the planning commission that they adopt inclusionary zoning.

 

Some specifics the committee feels should be included are as follows, in no particular order:

1.      Town wide not just in the village.

2.      Density Bonuses.

3.      Graduated requirements with a min of 10 units.

4.      Perpetually Affordable.

5.      Fees instead of building affordable housing – payable to the Hinesburg Land trust for use on affordable housing project later.

6.      Developer could build affordable housing on proposed site. 

7.      Developer could build affordable housing off proposed site.

8.      Developers could donate land in lieu of building affordable housing.

 

The committee will put together the initial needs assessment; Andrew Burton is already working on this task for the committees review.  A more formal brief with specifics will be provided to the Planning commission with our recommendations.

 

The committee feels that Affordable Housing should include something for each of these 4 demographics: Starter Homes, Middle Income, Seniors and Other (Disabled, etc.).   This was the outcome a discussion on why we want/need affordable housing in Hinesburg.

 

Education:  The committee discussed educating the public on what affordable housing is and why we need it in Hinesburg.  Kellie Stoll volunteered to create a 1-page flyer, which would be available at Town Hall on Election Day for residents to pick up.  Mike Landers offered to write an article for the Hinesburg Record and the Sentinal on the issue.   Also discussed were who to get for speakers for the up coming meetings.   Also on November 13th the VT State Housing Conference will be held in South Burlington.  So far there are 3 committee members attending.

December 2nd - A For Profit speaker TBD

January -Town of Shelburne Project and HLT -Bissonette Property Project.

February - A Non-Profit speaker TBD

March - Cathedral Square – senior housing developer

*Speakers have yet to be confirmed.
