Hinesburg Village Steering Committee Meeting Minutes

May 8, 2006

 

Attendees: Donna Constantineau, George Dameron, Rolf Kielman, Dona Walker, Tracy Applin, Carla Munson

Absent: Brian Busier

 

A. The meeting came to order at 7 PM. Meeting minutes from the 4-10-2005 were approved.

 

B. Updates and Reports:

 

  1. Minutes from recent Planning Commission Meetings for April 19 and May 3 (not available yet) are to be reviewed by Steering Committee members to more effectively participate in discussion of Village issues.
  2. Donna “walked” the Village area with Resource Systems Group (transportation consultants to the town) to be better informed about future plans for sidewalks and crosswalks.
  3. Application for Designated Village Center has been submitted by Tracy and Carla. Status to be checked. Action expected by May 22, 2006.
  4. Transportation: refer to recent article by Carla in Record. Carla circulated draft of transportation needs survey. This survey is to be utilized to determine town’s needs as regards commuter services, park and ride, destinations etc.
  5. Communications with Town Officials: Memo from Alex indicated substantial outstanding issues (ie wetland delineation and sewage treatment capacity) that require further definition/resolution prior to fully understanding Village Growth possibilities. Ongoing.
  6. Priority list for sidewalks and crosswalks will be revised at next meeting and recommendations to town bodies will be formulated.

 

C. Items for Discussion:

 

  1. Committee urged to attend upcoming Planning Commission Meetings to listen/participate in issues relating to Village Growth. VSC to assist with cross and sidewalks, zoning and master plan. DRB also wishes to meet with VSC. George to meet with Safe Routes to School Group.
  2. Architectural Design Standards: Rolf to present several samples of Architectural Design Standards (especially for historic village centers) for the VSC to discuss/review. A set of such standards may be applicable for Hinesburg in dealing with building inventory, additions, new buildings, landscaping, energy efficient construction and affordable housing. Rolf to present at next meeting.
  3. Role of the VSC in the new Town Master Plan was discussed. MP scheduled for November 2007.

 

D. Announcements:

 

  1. Affordable housing initiative begun by Carl Bohlen and Kristi McLeod.

 

E. New Business:

 

  1. VSC members requested to read the West Side Road report. Two suggested routes posed in report. 
  2. History of Village: George moved that a census/inventory be done of Village structures that updates prior historic structures reporting. Interns from St. Michaels could assist with such a project in fall of 2006. Might ultimately result in booklet/guide/tour of historic village. Approved.
  3. Future VSC sessions might focus on recommendations for Village entry sign and approach to larger tree plantings and landscaping.

 

F. Next Meeting: Wednesday, May 31, 2006. Agenda items to be Village Building Census, Architectural Design Standards, priority for side/crosswalks, landscaping, status of Village designation.
