Meeting Minutes

 

October 4, 2007

 

Committee Members Present:  Rocky Martin, Julie Pierson, Bruce Wheeler, Alan Norris, Kellie Stoll, Carl Bohlen, Dale Wernhoff.

 

The meeting came to order at approximately 7:15 PM.

 

Readying AHC Community Survey for Distribution:  The remaining survey nesting from the 9/27 meeting was completed.

 

Discussion of AHC Community Survey:  The committee discussed how we wanted the data from the surveys done on the town’s web site to be tabulated.  Karen Cornish (town web mistress) told Rocky she needs to know this prior to setting the survey up on the web site SurveyMonkey.com, a web site for making custom on-line surveys (the link on the town’s web site will send you directly to the SurveyMonkey site).  Alan wondered if a spreadsheet could be set up to tabulate the data however we want.  We decided as long as we could manipulate the results at the end then we could just wait until then.  We also need to figure out how to enter the paper copies into the survey site so that all of the surveys are included in the data.

 

Julie noticed we forgot to reference Habitat for Humanity as a source for more information on the survey.  We all agreed we just forgot.  Habitat for Humanity will be added to the town web site survey.  Alan asked Julie how Habitat for Humanity worked.  Julie explained its all donated money/work/time/etc.  Alan mentioned a building lot was listed on CraigsList.com that Habitat for Humanity might be interested in.  Julie said she’d look into that.

 

Work on Hypothetical Project:  The committee began working on a hypothetical affordable housing project.  The purpose of this exercise is to see how an affordable housing project goes together and to see what hurdles there are to such a project.  The project’s location is an approximately 24 acre plot of land on the west side of Route 116 directly across from Buck Hill Road West.  This land is owned by Alan and Nancy Norris.  Alan is a committee member and recently did a nine unit condominium development (in two phases) on Silver Street so he has up to date expenses for a project of this scope.

 

Alan provided two handouts.  One was a sample floor plan for the project consisting of (4) two bedroom, two story condos with a two bedroom, one story condo on each end.  Alan said ideally he’d like to do (7) two bedroom condos and (2) three bedroom condos.  The other handout he provided was a Unit Purchase, Planning, and Construction Expense breakdown for Phase 1 of his Silver Street Townhomes development.  Kellie asked if any of the fees shown were out of the ordinary.  The attorney fees were high because Alan had to do multiple money draws which required a title search each time.  Rocky said the town could reduce the Permitting and Sewer/Water Hook-Up fees only as these were the only two items controlled by the town.  Many of the expenses were variable such as Lot Price, Excavation, Lumber, and Framing Labor, among others.

 

The meeting was adjourned at approximately 9:10 PM.

 

Next Meeting –

 

November 8th – Continue on a hypothetical project located at Alan Norris’ land on Route 116 south of the village; no speaker is planned.
