VSC Meeting Minutes

12/15/08

Meeting called to order at 7:05 p.m. - Town Hall



1) GD to draft a letter to town and police regarding traffic signage and other actions that may assist in reducing traffic noise and impact in the village. This letter is still in the works. He is continuing to take this situation under assessment in light of the change in traffic patterns since Saputo fire.


2) Reviewed the sidewalk priorities list for the village. Made a few corrections to the list from last meeting. The list as it has now been adopted by the VSC is:


Sidewalks Waiting to be Completed:

1. North side of Route 116 from Hart and Mead to Lyman Meadows Road (to complete a sidewalk segment)

2. South side of Route 116 School to Friendship Lane

3. East side of Route 116 from Commerce Park to Mechanicsville Road

4. North side of Route 116 from Lyman Meadows to a point opposite Friendship Lane

5. East or West side of Route 116 from Commerce Park to Ballard's Corner / CVU Road

6. South side of Mechanicsville Road from Village Heights to Mall parking entrance (to complete a sidewalk segment)

7. Commerce Road from Bank to Dark Star Lighting (to complete a sidewalk segment)

8. Richmond Road to Triple-L Park

1. West side of Route 116 from Charlotte Road to Silver Street to HCS

2. West side of Route 116 between Town Hall and Cheese Factory site (completed)

3) 11/10/08 minutes approved.


4) Discussion regarding vacancy on the VSC. Jim Carroll's name was discussed. He was not able to attend tonight. AK to send him a follow up email.


5) Update on Hinesburg Village History Project. No new news at this time. Plans are for January planning meeting on this project. Discussion with the Hinesburg Historical Society about this idea may generate more interest from others too.


6) Village signage plans. No town money is available at this time. This should not stop the creation of a proposed design idea. This idea of a design of a sign should still be pursued. Where should the signs be located? Only 116 for now maybe? What would a sign look like? What would it say? RK to sketch an idea or two.


7) RK to convey updated list of sidewalk priorities to the Select board.


8) Status of Lion's Club proposal for a public clock on the Town Hall. No new news at this time, still an idea in the works.


9) Continued discussion about Town Green site idea. Behind the town hall was talked about as a possible site.


10) Discussion about the Saputo site. The group reviewed a document prepared by Alex summarizing community feedback on the future of the Saputo site. It was suggested that the VSC discourage single entity use on the site, and instead look for a way to promote a mixed use that would bring a greater benefit to the town and the quality of life. Also, the suggestion was made to encourage the town to look towards setting up a commission for the purpose of acting as a formal voice and resource (with the select board) as we move forward with the Saputo site.


VSC members agreed that the quality of life needs to be stressed throughout the process. Large truck traffic is an item that was talked abut that would want to be discouraged. Planning and Zoning meeting coming up on Wednesday 12/17. Saputo site is on the agenda.
