Meeting Minutes

April 7, 2010


Committee Members Present: Rocky Martin, Julie Pierson, George Bedard, Kellie Stoll, Carl Bohlen, Bruce Wheeler, Andrea Brainard, Dale Wernhoff.


Also Present: Peter Richardson, Jim Collins, Dan Baker, Kelly Hamshaw, Shaun Gilpin, Maggie Donin


The meeting came to order at approximately 7:05 PM.


Housing Needs Assessment: Peter Richardson of Housing Strategies, Inc. and John Ryan of Development Cycles were contracted by the Select Board to provide a Housing Needs Assessment for the HAHC. Peter sent us a memorandum on the Study Design. We reviewed it with Peter to ensure we were getting the information we wanted. Peter will meet with us again after he has some preliminary information on paper.


Minutes: Reviewed 10/19/09 and 2/10/10 minutes. Rocky moved to approve both sets; George seconded.


New HAHC Member: John Bethune was appointed by the Select Board to fill a vacancy on the HAHC. We welcome John and look forward to his input.


Town Plan Language: Carl and Bruce tweaked the paragraph about the HAHC from our last meeting for the Town Plan. It was decided we would submit the information as shown.


Town Board Role Statute: The HAHC needs to draft a position on our roles and responsibilities to submit to the Development Review Board. The Chairperson of the HAHC will be briefed by the DRB whenever a project comes to light in town. The Chairperson will then select which projects the HAHC needs to address. We also need to annually review our mission statement and elect officers. This draft needs to be done soon.


Lyman, Milot (Kinney Drugs) Project: We briefly reviewed this project with an eye on the affordable housing component only. If possible we would like to meet with the developer to discuss this further.


Mobile Home Park Community Survey and Report: Dan Baker (Dept of Community Development & Applied Economics, University of Vermont), Kelly Hamshaw (Community-University Partnerships, University of Vermont), Shaun Gilpin (Mobile Home Project, Champlain Valley Office of Economic Opportunity), and Maggie Donin (Intern, Dept of Community Development & Applied Economics, University of Vermont) shared their preliminary reports on the town’s mobile home parks (see 10/19/09 minutes for additional information). After we provide them with any feedback they will provide us with a final version of the reports.


Thistle Hill Project: We briefly discussed Bart Frisbie’s meeting with Cathedral Square Corporation.


The meeting was adjourned at approximately 9:35 PM.

May 5th – Invite Bret Grabowski, developer of the Lyman, Milot (Kinney Drugs) Project, to discuss the affordable housing component of his project.
