Meeting Minutes

VSC Members Present: Brian Busier, George Dameron, Rolf Kielman, Aaron Kimball, Jane Starkweather, Dona Walker

VSC Members Absent: Karla Munson

1. Sidewalk along west side Route 116. GD will talk with Rocky about how the sidewalk will be sited from Route 116 to Green Street on the South side of Charlotte Road. Looking at sketch designs of the proposed work for Route 116 questions are raised about how the on-street parking will be designed. Questions about how the curb line will run. How will the curb line run between the old library building and the apartment/retail building to the north? How is the crossing at Silver Street marked? Does the plan call for a sidewalk link down Silver Street? Is there a sidewalk link to the Green Street project from the new west side sidewalk.

2. Village Historic Tour. GD and AK to meet Friday night at 7pm to continue work on this project.

3. Saputo update. Saputo Committee has given a official recommendation to the Selectboard and the Planning Commission at their last meetings. RK gave a recap and overview of the presentation to the VSC.

4. Open spaces, parks, and town green spaces. A focus is needed. The VSC is interested in improving the space at Memorial park. The Lot 1 Committee is working towards creating a town green space at the fire/police station lot. 

5. Wetlands and flood hazards in the Village core. The VSC is interested in how these spaces are defined and how they are classified. The VSC is looking to gain some clarity into this issue. There seems to be a need to have a broader community discussion about how these area are defined. What are the guidelines for designating these areas? How are competing interests keeping development at a standstill?

6. Solar Tracker Array - Bast/Rood CPG Application. Conversation about the planned solar array to be installed along the Charlotte Road at the entrance to Green Street. There is no formal recommendation being asked for from the VSC. Discussion about the idea was positive.
