Selectboard Retreat

October 7, 2011

Cedar Knoll Golf Course Club House

Hinesburg, VT



Selectboard Members Present: Jon Trefry (Chair), Andrea Morgante, Mike Bissonette, Randy Volk, Ken Brown


Staff Present: Joe Colangelo, Town Administrator


Retreat Moderator: Trevor Lashua, Assistant Town Manager, Essex, VT


Others in Attendance: Jim Collins



Call to Order: Jon Trefry called the meeting to Order at 12:10 p.m.


Although no Motions were passed during the retreat, the Selectboard was able to discuss a few big picture items with less of a time constraint relative to a typical Selectboard meeting. The notes below summarize the main areas of conversation.



Town Manager v. Town Administrator:


1) The majority of the board members favor the move to a Town Manager form of government and support having such a change as a ballot item at Town Meeting.



Committee, Board, Commission Review:


2) The Selectboard would like to have a review of all the mission statements for all Committees, Boards and Commissions.


3) Would like to see fewer committees with staff support for all committees


4) Come up with a schedule so one committee comes before the Selectboard each month to report.



Hinesburg 250th Celebration:

 

5) Selectboard wants to make clear it supports the 250th celebration

 

6) Would like to see some beautification done prior to the 250th (e.g. improve welcome signs)


7) Supports a competition to renew the Town Seal with a cash prize ($500?) for the winner.


8) Would like to see a budget item (the figure $5000 was discussed) in support of the 250th (FY13).



Selectboard Meeting Space:


9) Selectboard supports moving (all) Selectboard meetings to the Main Hall and re-evaluate after a few meetings.


10) Create a 'V' formation with the tables so the Board members can face each other and the audience.



Vision of Hinesburg in the Future:


11) Many items were discussed; the following generated the most conversation:

I. Need to address traffic issues - look into taking over 116, Saputo Road, connector Road from Lantman's to Lyman Meadows

II. Support vibrant village area and recognize a cultural change from rural to more suburban.

III. Maintain ties to ag and industrial heritage.

IV. Preserve community activism/volunteerism and keep community feel.
