A Policy for Appointments to Boards and Commissions

The Select Board is responsible for making representative, qualified appointments to certain Boards and Commissions, and on occasion, to fill other vacancies. The appointment procedure has as a goal the fullest possible involvement of the public in an open and representative process. The conscientious deliberation of the Selecboard is on display. The Board will follow the following procedure for appointments:
  1. A vacancy must exist. A resignation must be received in writing, or a term must have expired, or a new position must have been created.
  2. Notice of the available position must be published and posted. The Burlington Free Press Town’s Page Community Calendar or the Hinesburg Record are examples of publication.
  3. The applicant for the post must write a letter of interest to the Select Board or appear before the Select Board. An incumbent appointee whose term is expiring must be notified of the circumstance, and must also submit a written request to be reappointed or appear before the Select Board. The Board may invite applicants to an interview.
  4. Selection of an applicant is the discretion of the Select Board. In the case of a Board or Commission, an effort shall be made to create or maintain a balance of views that is representative of the community. The Select Board will also consider an applicant’s: qualifications, level of interest, and potential for conflicts of interest as they pertain to the duties of the appointment under consideration.
  5. All applicants will be sent a letter thanking them for their interest, and for participating in the process. The Board will maintain a record of applicants for future reference and possible notification of future vacancies.
  6. Waiver of any of the above requirements may be made only by motion, citing reasons in the motion, and passed unanimously by Board members present. If such a unanimous vote is cast, a nominee may be proposed to fill a position.
  7. Exception: Statute require that certain posts be filled at the first meeting following Town Meeting, as part of the Board’s annual reorganization. These posts (weigher of coal, fence viewer, etc.) should be filled even if all conditions 1-5 have not been met.
